Moses Bakari

Moses Macharia Bakari is an accomplished governance and program management expert with over 15 years of experience designing, leading, and delivering high-impact democracy, electoral support, and institutional governance initiatives across Kenya. He brings deep expertise in strategic program design, donor-funded project management, civil society capacity building, and policy development within complex political environments. 

Moses served as a Program Manager at the National Democratic Institute (NDI) Kenya Office, where he led multi-stakeholder governance initiatives and provided high-level strategic and technical guidance to key political institutions. He managed USG-funded programs, facilitated strategic coordination with the Political Parties Liaison Committee (PPLC), and strengthened working relationships across county governments, electoral bodies, and civil society organizations.  

Beyond his international development work, Moses has operated extensively as an independent governance and elections consultant. He has spearheaded strategic campaign planning for gubernatorial races, led civic education initiatives, and conducted specialized training for election observers and Trainers of Trainers (ToTs) in partnership with prominent democracy organizations, including ELOG, CRECO, Katiba Institute, Asset Africa, and Mzalendo Trust. As a former parliamentary candidate for Kinangop Constituency, he integrates a practical, grounded understanding of electoral dynamics with high-level policy and legislative development for county assemblies.
