Paul Crilley is a Chartered Engineer with nearly 35 years of experience in telecommunications and ICT, specializing in fiber solutions and sustainable rural broadband initiatives across Asia, Africa, Australia, and Europe. Paul has advised on shared fiber infrastructures and rural digital transformation in multiple global projects.

He has held senior roles such as CEO and CTO in startup ISPs and led significant projects like Softbank’s rural broadband initiatives in Rwanda and Benin, USAID/Microsoft ISP Incentive Fund in Africa, and GWF's ICT Environmental project in Indonesia and the Philippines. His expertise includes managing fiber optic networks, VSAT, microwave, LTE radio networks, and IP network configuration. Paul also provides consultancy for the Asian Development Bank and the World Bank Group on telecom and ICT infrastructure projects in the Philippines, Pakistan, and Myanmar.
